Add a short README describing the course level and prerequisites. Without context, people rarely reuse materials.

Check your university repository first – many accept teaching materials and give them a stable link. Zenodo is a good alternative and gives a DOI.

I use CC BY 4.0 – the simplest for others to reuse. Figures from textbooks are the main problem: replace them with your own or with openly licensed ones before publishing.
